HITS pride ourselves with providing the most qualified instructors available. Our instructors are unquestionably experts in all areas of criminal patrol and drug interdiction. We hand pick our instructors based upon their professionalism as well as training. Our officers bring a wealth of information to the table that they are more than willing to share with other fellow officers.

In 2004 a district attorney in an adjacent county wanted to do something to address the inflating crime issues within his three county prosecutorial jurisdictions. His goal was to form a small team of officers that could address crime issues within his jurisdiction that were going unchecked. The agencies within the impact area lacked the manpower, expertise, as well as the equipment to address these issues. He approached Billy and a fellow co-worker Ronnie Stiltner due to their law enforcement backgrounds. They both agreed to take on the endeavor and shortly afterwards a two-man team was formed. Though addressed as a district attorney’s office criminal investigator, Billy does not work in an office setting. His job is in the field, out in the streets fighting crime. Depending on the case or investigation, he may be in a uniform in a marked patrol unit one minute and then change into plain clothes and a personal vehicle the next. The investigations may be self-initiated or at the request of another agency. His expertise is very broad. His knowledge and practical experience in investigative disciplines is vast either from a patrol perspective or from an investigators standpoint.
Billy holds an instructor certification issued by the Texas Commission on Law Enforcement Officers Standards and Education (TCOLE). To date he has provided instruction to thousands of fellow law enforcement officers throughout the United States on law enforcement related topics. He is also a principle holder of HITS Inc., a law enforcement training company responsible for developing and instructing specific training courses.

In 1998 Joel became employed with the Rockwall County Sheriff’s Department which is located just east of Dallas on Interstate 30. At Rockwall County Joel quickly developed a skill set for encountering large amounts of narcotics and currency flowing to and from Texas to the eastern seaboard. Joel was quickly recruited to the S.T.O.P. Narcotics Task Force based in Johnson County just south of the Dallas/Ft. Worth metroplex. The S.T.O.P Narcotics Task Force was part of the Texas Narcotics Control Program which afforded him the opportunity to travel extensively to other jurisdictions to work and teach.
Joel has made significant seizures on every major drug thoroughfare in the State of Texas with the exception of I-40.
In 2004, Joel moved to the Regional Narcotics Task Force which was based south of San Antonio. This unit encompassed 11 counties that stretched from San Antonio south towards the Rio Grande Valley. In 2006, funding for all T.N.C.P. Task Forces were cut and most were disbanded. Joel returned to Rockwall County Sheriff’s Department where he became a patrol Sergeant. In 2017 Joel was approached by Tully Yount who was representing a group of North Texas Sheriffs. Joel was asked to assist Yount in forming an interdiction team in North Texas designed to combat the flow of bulk narcotics, human smuggling and other criminal activity flowing in and out of the Dallas- Ft. Worth Area. Joel is currently a key member of the North Texas Sheriff’s Criminal Interdiction team, which is one of the most aggressive narcotics teams in the State of Texas.
Throughout his career Joel has made countless seizures totaling over 5 tons of various narcotics and over 3 million dollars in currency. His investigations have led to arrests across the United States and into South America. In 2017 Joel was awarded with Interdiction Officer of the Year by the Texas Narcotics Officers Association.

While in the Air Force, Frank was a Security Force Specialist and a Military Training Instructor. Frank was instrumental in the Air Force re-organization of the security force career field in 1998, by assisting in the re-writing of Air Force Security Forces lesson plans and training materials.
As a Military Training Instructor, Frank assisted in developing, writing and updating lesson plans specific for security force members between 1996 and 2000. During his four years as a training instructor, Frank trained over 2,000 military members in the basic and advanced Security Forces Courses. Frank finished his military career as a First Sergeant assigned to Dyess Air Force Base, Texas.
After joining the Abilene Police Department, Frank spent two years as a patrolman before he was selected to the Criminal Investigations Division in 2010, where he worked Crimes Against Children. Frank was one of the first members of the Abilene Police Department Special Victim’s Unit, Crimes Against Children, where he has worked as a lead investigator in over 1,700 cases involving physical and sexual abuse of children. Frank also has assisted in numerous homicides, and aggravated assault and robbery investigations.
Frank has compiled countless hours in court room testimony in felony cases involving child abuse and crimes against persons. Frank is a Master Peace Officer with the State of Texas and a Texas Commission on Law Enforcement (TCLOE) Instructor.

During his Highway Interdiction career, Dallas has seized thousands of pounds of Illegal narcotics, approximately two million in drug-related currency and has located numerous hidden aftermarket compartments. He was awarded the 2022 NCEA, Highway Level Interdiction Officer of the Year, the 2019 NCEA, Interdiction team award, the NCEA, 2020 K-9 “SONYA” award and the Oklahoma state K-9 team of the year award for 2019-20 (AONE), as well as, a “Lifesaving Award” in 2021.
Dallas has accumulated over 2000 hours of police training and holds and Advanced Peace Officers certification in the State of Oklahoma. Many of those hours have been specialized training relating to criminal interdiction, interviews and interrogations, financial crimes, K-9 and search and seizure. Dallas has received specialized training from the Association of Oklahoma Narcotics Enforcers (A-ONE), the El Paso Intelligence Center (EPIC), the Drug Interdiction Assistance Program (DIAP), the Drug Enforcement Administration (DEA), the Oklahoma Bureau of Narcotics and Dangerous Drugs (OBNDD), the Highway Interdiction Training Specialist (HITS), Diamondback Tactical CMV Training, The Regional Counter Drug Training Academy (RCTA), Smugglers Inc. and the National Criminal Enforcement Association (NCEA).
In addition to working criminal Interdiction, Dallas Is assigned to the P.R.O. Team, (Precision Rifle Operator), for the Bureau and a Board Member for the National Criminal Enforcement Association.

In 2012, Jeremy received an opportunity to work as a Department of Defense contractor, in Afghanistan, conducting drug interdiction, as a K9 handler. While working overseas, Jeremy and his K9 partner, “Doris”, received several commendations from NATO and the United States Marine Corps, for their interdiction efforts.
In 2014, Jeremy came back to the states and began working patrol with the Parker County Sheriff’s Office, (Texas). In 2019, Jeremy was assigned to the Sheriff’s North Texas Criminal Interdiction Unit, (NTXCIU), working full time interdiction on several major Interstates and Highways, in North Central Texas. In 2021, Jeremy and his current K9 partner, “Ussa”, expanded their interdiction efforts from not only working the highways, but to the air as well, becoming a TFO with Homeland Security Investigations, (HSI), as a part of the DFW Airport bulk narcotics and currency smuggling unit.
Jeremy holds a Texas Master Peace Officer certification, TCOLE instructor certification and several instructor certifications, to include firearms, ballistic shield and multiple different impact weapons.
Jeremy has instructed several different law enforcement classes throughout his career and is passionate when it comes to training. Throughout his career, Jeremy has seized countless pounds of illegal narcotics and over 4 million dollars in currency.

His passion for interdiction began early in his career when, as a probationary trooper, he was chomping at the bit and decided to invest in a behavior analysis training class by paying out of pocket. Just six months into his field training, Josh managed to make his first substantial narcotics seizure on a traffic stop during his probationary training period. That moment solidified his dedication to proactive policing, and since then, he has seized thousands of pounds of narcotics and over two million dollars in U.S. currency. Josh has located countless sophisticated aftermarket compartments, ranging from simple concealments to seamless and complex. His passion for furthering the investigation beyond the original traffic stop has led to major drug trafficking cases extending as far as Peru and Central America, involving high-ranking Drug Trafficking Organization (DTO) coordinators.
Josh holds a Bachelor of Science from Texas A&M University, with two majors in sociology and criminal justice. He holds an Intermediate Peace Officer certification in the State of Texas. The majority of the training that Josh has attended has been related to criminal interdiction, deceptive behavior analysis, interviews and interrogations, asset forfeiture, search and seizure, advanced auto theft, narcotics detection canine functions, and advanced vehicle concealments. Josh has received specialized training from the El Paso Intelligence Center (EPIC), the Drug Enforcement Administration (DEA), the Highway Interdiction Training Specialist (HITS), Diamondback Tactical CMV Training, the Regional Counter Drug Training Academy (RCTA), Smugglers Inc., the National Criminal Enforcement Association (NCEA), ACE Interdiction Strategies, Desert Snow, 720 Interdiction Strategies, Dynamic Police Training, and the National Insurance Crime Bureau (NICB).
In addition to working criminal interdiction, Josh is an Interdiction for the Protection of Children (IPC) instructor for the Texas Department of Public Safety. Josh has been recognized on both state and national levels for large narcotics and bulk cash seizures. In 2022, he received an award from the Texas Department of Public Safety for his proactive interdiction efforts. In 2023, he was recognized at the National Interdiction Conference for the largest traffic stop ketamine seizure in 2023. In 2024, he was recognized and awarded Top 10 Canine Team within the Texas Department of Public Safety and nominated for an international award, “Beyond the License Plate,” following 2024’s seizure statistics. In 2025 Josh was nominated and awarded the Highway Interdiction Officer of the Year by ACE Interdiction Tactics. He received an award for the largest traffic stop heroin seizure at the National Interdiction Conference 2025 and received the Director’s Citation from the Texas Department of Public Safety for his contributions to drug interdiction and yearly seizure quantities. Josh was recently awarded Interdiction Officer of the Year at the 2025 MVCI Conference.

Cory became a certified instructor through the Texas Commission on Law Enforcement (TCOLE) in 2015, and in 2018, completed a federal instructor course through the El Paso Intelligence Center (EPIC) and the Drug Enforcement Administration (DEA). Cory is recognized as a Criminal Interdiction instructor by several U.S. and Canadian federal agencies, including the U.S. Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), Drug Interdiction Assistance Program (DIAP), Department of Justice (DOJ), DEA, EPIC, and the Royal Canadian Mounted Police (RCMP). Cory has received and delivered hundreds of hours of instruction in field interviews and deception detection, supported by practical field experience.
In 2021, he joined the National Park Service as a Federal Law Enforcement Park Ranger at Rocky Mountain National Park, where he became a National Highway Traffic Safety Administration (NHTSA) Standardized Field Sobriety Test (SFST) Instructor and obtained certification in Advanced Roadside Impaired Driving Enforcement (ARIDE). Since February 2024, Cory has served with the Larimer County Sheriff’s Office, in Colorado, and is a certified Level III Commercial Motor Vehicle Inspector and continues to advance his expertise in Criminal Interdiction.
Cory graduated from Colorado State University with a Bachelor of Arts in Political Science and a minor in Aerospace Studies. He has extensive training in criminal interdiction, commercial vehicle enforcement, smuggling detection, and interview techniques, and he holds several instructor certifications.
